Wozniacki, a 27-year-old former world No. 1 from Denmark, varied her shots throughout the match, combining power with more looping topspin returns.
Ukraine's Svitolina triumphed 6-4 6-0 in one hour and 17 minutes, with Dane Wozniacki left to reflect upon having now lost six out of six finals in 2017.
Inclement weather wreaked havoc on the match, as the start was delayed for more than two hours because of rain while three more interruptions ensued once play began.
Entering the final, not only was Svitolina unblemished in finals in 2017, Wozniacki was the exact opposite (0-5), which some would argue influenced the match going from an even affair at four games apiece into a runaway that saw Svitolina win the final eight games.
Stephens, who's trying to regain her form after missing nearly a year due to a foot injury, showed flashes of her impressive power game but mistakes proved costly. The updated Rogers Cup schedule is available at the tournament's official website.
The 22-year-old Ukrainian received a bye into the second round, where she faced Daria Kasatkina of Russian Federation.
She'll get another chance on Sunday. "I just didn't feel the ball, and I couldn't play".
This was Svitolina's fifth title of the WTA Tour season.
Later Thursday, fifth-seeded Ukrainian Elina Svitolina defeated American Venus Williams 6-2, 6-1, and Spain's Garbine Muguruza dispatched Australian qualifier Ashleigh Barty 6-0, 3-6, 6-2.
"The same thing today, I just really went out and played my game".
In doubles quarter-final play, Ottawa's Gabriela Dabrowski and Latvia's Jelena Ostapenko dropped a 7-5, 6-3 decision to the third-seeded Czech duo of Lucie Safarova and Barbora Strycova. That sent Pliskova through to the quarterfinals in Toronto where she will face Wozniacki.
For the victory at the "Rogers Cup" Svitolina competed with the ex-first racket of the world Caroline Wozniacki.
Wozniacki spent 67 weeks as the world's top-ranked player in 2010 and 2011, but her ranking has slipped over the past two seasons due to injuries.
Both players held serve through the second set with Pliskova pulling even in the match by taking the last four points of the tiebreaker.
"I didn't win, but I think this whole week was a very big personal victory", Stephens said. So I just had to really think of that.
