Rivaldo starred for Barcelona for five seasons and during his time with the Catalan club won the Ballon d'Or in 1999. While speaking to GlobeEnsporte.com Rivaldo said: "I've already said that Neymar can be the best player in the world, but I don't think he'll ever make it if he stays at PSG".
Last summer, Neymar left Barcelona to link up with PSG for a world-record fee but speculation persists that the attacker is not keen on a prolonged spell at the Parc Des Princes.
Rivaldo's suggestion is that Neymar can only realise his full potential by joining a bigger club, and he appears to feel the limitations in Paris will not allow him to do that.
"But I believe that if he stays at PSG, it will not happen".
Spanish news outlet Don Balon, claims Neymar will leave PSG this summer due to the many offers he has on the table especially from United and Madrid. I'm talking in terms of football, competition.
For him to be the best in the world he has to play in Spain.
'If you look at England, Spain, Italy, Germany... it's different.
"I believe he can become the best player in the world there".
Were Neymar to actually make the move to Madrid he would enrage all associated with Barcelona with whom he won the Champions League and two La Liga titles.
'Barcelona, because of his situation, is hard. But the information I have is that he has a chance to play for Real Madrid. The Brazilian is now recovering in his native Brazil and is in a race to make the Brazil squad for the World Cup in Russian Federation in June.
Neymar's injury is not expected to put his World Cup participation in doubt.
