Russia Doesn't Buy Trump's Excuse For Canceling Summit With Putin

The two countries agreed in 2003 to share the sea, which is one of the shallowest in the world, but Moscow has said that its annexation of the Crimean Peninsula, which has gone unrecognized by much of the world, invalidates the agreement.
"First of all, questions related to bilateral relations, we need to think about how to start talking on matters of bilateral relations, on matters of strategic security and disarmament and on regional conflicts", he told journalists in a regular press briefing.
Pifer also said Trump could not meet with Putin without addressing the subject of the confrontation with Ukraine.
"I hope they understand that", he said.
