Despite public equivocations by three confidants, U.S. President Donald Trump is insisting he wants to build a wall along the U.S. -Mexico border.
"One more yes, but with me in office, I'll get it built, and Fast!".
Congress is scheduled to reconvene Thursday, at which point Democrats will take over control of the House. Disaster aid for hurricanes and wildfires would be handled separately, one of the aides said. If approved, the bills would go to the Senate.
The package will also include six other bipartisan bills to fund the departments of Agriculture, Interior, Housing and Urban Development and others closed by the partial shutdown.
Republican senators are eager to get back to confirming Trump's judicial nominees, and they say they don't want to consider any more shutdown legislation unless they know Trump would sign it into law, after the president rejected their Senate-passed bill. Lawmakers will be given 24 hours notice if there's a breakthrough that would require a vote.If the standoff continues, all workers in the nine departments and dozens of agencies affected by the closure will miss their next paycheck on January 11. Lawmakers could also keep current spending levels into March or later.
Mr Trump appeared no closer to securing money for his signature border wall, which he vowed during the campaign that he would make Mexico pay for.
"I think it's obvious that until the president decides he can sign something - or something is presented to him - that we are where we are", said Sen.
"The deal we had in February - it's not going to be replicated", Graham said. The money could have been used only to build existing designs such as steel bollard fencing, and the barriers couldn't be built in the Santa Ana National Wildlife Refuge in Texas along the banks of the Rio Grande.
The bill will not include the amount of money requested by President Donald Trump for constructing a wall on the USA border with Mexico, The Washington Post reported. Trump announced in early December that the retired four-star Marine general would soon "move on" despite previously suggesting he would remain in the post through 2020. Limits on the $400 million could direct the money to mutually agreeable uses.
Correction 2:40 p.m. | An earlier version of this story misstated the percentage of its goal that a GoFundMe page had raised to fund the wall.
Jones noted that the national debt "is almost $22 trillion", and that next year "the annual deficit is projected to top $1 trillion".
"An all concrete Wall was NEVER ABANDONED, as has been reported by the media", Trump wrote.
"If you want to stop illegal immigration, stop U.S. demand for drugs, and expand economic opportunity in Central America".
- Trump wins: The name of the game in shutdown fights is avoiding blame.
"To my Democratic friends, there will never be a deal without wall funding", Graham said on CNN before the meeting with the president.
Trump on Twitter criticized Democratic opposition to the wall project, which carries a total estimated price tag of US$23 billion.
On Saturday Trump blamed opposition Democrats "and their pathetic immigration policies" for the deaths of two Guatemalan children who crossed the border illegally with relatives who were taken into custody by US Border Patrol.
White House officials said talks to resolve the border barrier funding impasse have broken off.
Increasingly, they see an upside in forcing likely incoming Speaker Nancy Pelosi to have to spend the first days, if not weeks, of the next Congress engaged in an argument over border wall funding rather than her preferred agenda: a mix of sweeping ethics and election reforms and congressional oversight.
